The short version

RSPCA Pet Insurance went through one of the biggest changes in AU pet insurance this year — on 1 April 2026, the underwriter switched from Hollard (administered by PetSure) to Pacific International Insurance. New PDS, new product structure, same brand name.

The new PetFlex product is genuinely strong on paper: up to a $35,000 annual benefit limit (the highest in our directory), and four reimbursement % options (60% / 70% / 80% / 90%) so you can dial down the premium if you want a bigger gap. Most competitors offer only one or two %.

The honest caveat: ProductReview's 8,239 reviews and 4.5-star average reflect the OLD product. The new product launched a month ago and has zero review history under Pacific International. Existing customers who haven't renewed since 1 April 2026 are still on the old Hollard-underwritten policy. Treat brand-level review aggregations on this listing with that caveat in mind.

Score breakdown

v1.1 of the Insu Score weights four components. RSPCA Pet Insurance scores well on the dimensions covered; affordability is pending until our premium estimator launches.

Coverage depth38 / 45

Best-in-class on the headline numbers — $35,000 annual limit (highest in our directory) and four reimbursement % options (60/70/80/90). Loses points only on the standard restrictions: bilateral conditions and pre-existing exclusions, both fairly typical for the market.

AffordabilityTBD / 30

Pending the launch of the Insu premium estimator. Pacific International product is brand new — premiums may differ significantly from the legacy Hollard-underwritten pricing.

Trust signals12 / 15

RSPCA brand backing is a strong trust signal. Underwriter (Pacific International) is APRA-authorised and AFCA-member. Loses 3 points: 2 for the very recent underwriter change (26 days ago), 1 for the new underwriter not yet having an established AFCA complaint track record visible in the Datacube.

Customer experience5 / 10

8,239 ProductReview ratings at 4.5 stars — but those reviews are about the previous product (Hollard-underwritten, distributed by Greenstone). The new Pacific International product has no independent review history yet. Half-credit applied; will revisit in 6-12 months once the new product accumulates reviews.

The score reflects the strong product spec offset by the recent underwriter transition. It will likely settle higher (low 70s) once Affordability lands AND once Pacific International accumulates a real customer-experience track record over 6-12 months. How the score is calculated →

What we liked

  • $35,000 annual limit at the top tier — the highest in our verified directory, ahead of BWM's $20k and Petsy's $25k
  • Four reimbursement % options (60-90%) — most competitors offer only one or two; this lets you dial down premium for a bigger out-of-pocket
  • Pre-existing Temporary Conditions can be reviewed and removed once symptom-free — generous policy
  • RSPCA brand backing — purchase contributes to RSPCA animal welfare work (a marketing claim worth verifying in their PDS)
  • Pacific International is APRA-authorised and aggressively expanding in pet insurance (now backs 5 brands — likely improving claims infrastructure)

What to think about

  • Underwriter changed only 26 days ago (1 April 2026) — too soon to know if claims handling matches the previous standard
  • ProductReview's 8,239 reviews reflect the OLD product (Hollard/Greenstone), not the current Pacific International product
  • Behavioural cover appears limited in base PetFlex — check current PDS sub-limits if behavioural conditions are a concern for your pet
  • Existing customers who haven't renewed since 1 April are still on the old policy — terms may differ from what's currently advertised
  • No track record yet for the new product — early adopters are effectively beta-testing the Pacific International claims process under the RSPCA brand

Same underwriter as 4 other AU brands

RSPCA Pet Insurance is now underwritten by Pacific International Insurance. Pacific International also underwrites:

Same underwriter doesn't mean identical product — pricing, benefit tiers, and add-ons vary by brand. But your claim is paid by the same company regardless of which logo is on the policy. More on the Pacific International family → (coming soon)
