Medibank Pet Insurance Pet Insurance review
Three cover tiers tied 1:1 to reimbursement % — 70% / 80% / 90% — across $10k / $25k / $30k annual cover. The lowest tier carries hard sub-limits on the most expensive claim categories. Health-insurer cross-sell positioning, 4.1 stars on ProductReview.
The short version
Medibank's 3-tier structure is unusually rigid: Pet Protect ($10k cover, 70% reimburse), Pet Plus ($25k, 80%), Pet Max ($30k, 90%). There's no flexibility to mix-and-match — a higher cover limit forces you onto a higher reimbursement %, and vice versa. Most competitors let you pick reimbursement and cover independently.
The Pet Protect lowest tier carries hard sub-limits that buyers should read carefully: $4,000 cap on cruciate ligament conditions, tick paralysis, and hip joint surgery; $400 sub-limit on consultation fees per year. Pet Plus and Pet Max remove these sub-limits entirely — but the price difference reflects that.
Underwritten by PetSure (Australia) from 30 August 2023 — same chassis as BWM, PIA, Buddy, Bupa, Woolworths/Everyday, and HCF. The Medibank-specific layer is the Extra Care add-on for dental and behavioural cover, plus 10% discount for Medibank health-insurance members and a recurring 'two months free' promo (RVG2FREE).
Score breakdown
v1.1 of the Insu Score weights four components. Medibank Pet Insurance scores well on the dimensions covered; affordability is pending until our premium estimator launches.
Three cover tiers ($10k / $25k / $30k) with three reimbursement options (70% / 80% / 90%) — but the tier and reimbursement are bundled, not independent. Sub-limits at the base Pet Protect tier ($4k cruciate / hip / tick, $400 consultations) are restrictive and worth reading carefully. Pet Plus and Pet Max remove these sub-limits.
TBD — quote sample not yet captured at the standard $15k / 80% reimbursement / $200 excess benchmark. Note: 10% discount for Medibank health-insurance members + recurring 'two months free' promo (code RVG2FREE) suggest competitive headline positioning.
APRA-authorised PetSure underwriting since 30 August 2023. Established Medibank parent brand (Australia's largest health insurer). Loses 2 points: 1 for the underwriter-level AFCA complaint share (PetSure 195 in FY24-25 across all administered brands) and 1 for the recent Hollard→PetSure transition.
4.1 / 5 ProductReview rating — solid but middle-of-pack within the PetSure family. Specific review count not separately surfaced at audit time. Below BWM's 4.5★ at 3,193 reviews and PIA's 4.4★ at 2,246, above Everyday's 3.3★ at 831.
Medibank lands at 51/100 partial. Coverage 32/45 (3 reimburse tiers + sub-limits at base tier) + Trust 13/15 (PetSure family chassis) + CX 6/10 (4.1★ on unspecified review volume). Affordability TBD — the 10% member discount and recurring promo suggest competitive positioning at the headline tier. How the score is calculated →
Coverage features audit (current PDS)
The 8 features feeding the Coverage Depth score, with the actual values from the current Medibank Pet Insurance Product Disclosure Statement (dated verify in current PDS at medibank.com.au/pet-insurance/useful-documents/).
| Feature | Medibank Pet Insurance value | Score |
|---|---|---|
| Annual benefit limit | Three tiers: Pet Protect $10,000, Pet Plus $25,000, Pet Max $30,000. Top tier sits below RSPCA PetFlex ($35k) and Coles Ultimate ($40k). | 5 / 8 |
| Reimbursement % | 70% / 80% / 90% — but tier-locked. Pet Protect=70%, Pet Plus=80%, Pet Max=90%. No independent reimbursement selection (vs Knose / Pet Circle / RSPCA PetFlex which let you choose). | 5 / 8 |
| Excess flexibility | $0 / $100 / $250 / $500 available depending on cover level. Wider range than Knose ($0/$100 only). | 4 / 5 |
| Dental cover | Extra Care add-on only — covers scaling, polishing, dental X-rays, tooth removal for specified conditions. Not core cover. | 2 / 5 |
| Behavioural cover | Behavioural conditions (vet-diagnosed) — cover limited to prescribed medications, diagnostic tests, and consultations. Appears to sit under the Extra Care add-on tier. | 3 / 5 |
| Alternative therapy cover | Specified alternative therapies covered subject to vet recommendation per PDS sub-limits. Verify exact tiers in current PDS. | 3 / 5 |
| Routine care add-on | Optional non-insurance benefit available across all tiers. $50 annual benefits on specified items + heartworm tests + flea/tick control. Available on every tier (vs Coles which gates routine care to Ultimate). | 4 / 5 |
| Bilateral condition flexibility | Standard bilateral restriction per industry norm. Pre-existing on one side excludes the other. Verify wording in current PDS. | 1 / 5 |
| Pre-existing condition review | Likely temporary condition framework — same as BWM's 18-month symptom-free review per the PetSure family chassis. Verify specific conditions and timeframe in current PDS. | 2 / 4 |

What we liked
- Three reimbursement options (70/80/90%) — broader flexibility than BWM or PIA which lock at 80%
- Excess range ($0 / $100 / $250 / $500) is wider than most PetSure-family competitors
- Pet Plus and Pet Max tiers remove the base-tier sub-limits on cruciate / hip / tick — clean cover at the top tier
- 10% discount for Medibank health-insurance members is a real saving for existing customers
- Routine care available across all tiers (vs Coles where it's Ultimate-only)
- Strong parent-brand trust signal — Medibank is Australia's largest private health insurer
What to think about
- Tier-and-reimbursement bundling removes flexibility — you can't choose 90% reimbursement at the cheaper $10k tier
- Pet Protect base tier carries hard sub-limits ($4,000 cruciate / hip / tick, $400 consultations) that buyers should read carefully
- Dental cover gated behind Extra Care add-on (the standard PetSure family pattern)
- Underwriter changed from Hollard to PetSure on 30 August 2023 — existing pre-2023 policy holders should verify their current status
- ProductReview rating is mid-pack within the PetSure family (4.1 vs BWM's 4.5 and PIA's 4.4)
Same underwriter as 6 other AU brands
Medibank Pet Insurance policies are issued by PetSure (Australia) Pty Ltd. PetSure also issues policies for these brands:
Same underwriter doesn't mean identical product — pricing, benefit tiers, and add-ons vary by brand. But your claim is paid by the same company regardless of which logo is on the policy. More on the PetSure family → (coming soon)
