Guardian Insurance Pet Insurance review
Last pet brand still on the legacy Hollard-issued / PetSure-administered chassis — every other Hollard-underwritten brand (BWM, PIA, HCF, Bupa) migrated to PetSure-direct during 2023–24. Three tiers (Bronze / Gold / Platinum) all locked at $12,000 annual cover with reimbursement % rising 60% → 75% → 80%. Distinctive feature: no fixed excess on any plan. PDS dated 21 October 2024.
The short version
Guardian Pet Insurance is underwritten by The Hollard Insurance Company Pty Ltd (AFSL 241436), administered by PetSure Australia (AFSL 420183), and distributed by Greenstone Financial Services (AFSL 343079). This is the legacy chassis that BWM, PIA, HCF and Bupa all used before transitioning to PetSure-direct underwriting during 2023–24. Guardian is the only currently-active brand still on this pre-2023 structure.
Same distributor (Greenstone) as Australian Seniors Pet Insurance — the two are effectively sister-distributed brands under different consumer-facing names. Three cover tiers — Bronze, Gold, Platinum — all share the same $12,000 annual limit. Reimbursement rises across tiers: 60% Bronze, 75% Gold, 80% Platinum. The most distinctive feature in the AU pet market is no fixed excess on any plan. Most competitors apply $100–$300 excess before reimbursement; Guardian applies the reimbursement % directly to the claim. Bronze has an extra restriction — a $2,000 per-condition annual cap on top of the overall $12k.
ProductReview rating: 4.2 / 5 overall across all Guardian Pet listings. Per-tier: Platinum 4.8 / 5 across 11 reviews with 91% positive sentiment, exceptional transparency (4.7/5) and customer service (4.6/5) scores. Sample sizes are small — Guardian sells lower volume than the PetSure-direct family brands.
Score breakdown
v1.1 of the Insu Score weights four components. Guardian Insurance scores well on the dimensions covered; affordability is pending until our premium estimator launches.
Three tiers (Bronze / Gold / Platinum) all share a $12,000 annual limit — matches HCF but below the $20–35k tier on Coles, RSPCA, BWM, PIA, Knose. Reimbursement rises across tiers (60% Bronze → 75% Gold → 80% Platinum) but is locked per tier — no flex within a plan. Bronze has a $2,000 per-condition annual sub-limit on top of the overall cap. No fixed excess on any plan — distinctive in the directory. Dental, behavioural and alternative therapy coverage not surfaced on marketing pages; the Routine Care add-on is small at $80 (well below the $200–$330 range typical elsewhere).
TBD — quote sample not yet captured at the standard $15k / 80% reimbursement / $200 excess benchmark. Guardian's no-excess structure changes the affordability calculation: customers pay the % gap on every claim from dollar one, but never an excess. For high-frequency / low-value claim patterns the no-excess approach may be cheaper; for low-frequency / high-value claims, an excess-bearing competitor may net out better.
Underwritten by APRA-authorised Hollard Insurance Company (AFSL 241436) — one of Australia's largest general insurers, established market presence. Administered by PetSure Australia (AFSL 420183) and distributed by Greenstone Financial Services (AFSL 343079) — same distributor as Australian Seniors Pet Insurance. Loses 3 points: 1 for being outside the dominant PetSure-direct cohort that most competitor brands migrated to during 2023–24, 1 for smaller pet-specific footprint vs Hollard's broader general-insurance book, and 1 for the legacy three-party structure (underwriter / admin / distributor) being harder for buyers to read than single-issuer brands.
4.2 / 5 overall across Guardian Pet listings on ProductReview. Per-tier: Platinum 4.8 / 5 across 11 reviews with 91% positive sentiment; exceptional sub-scores for transparency (4.7/5), customer service (4.6/5), value for money (4.5/5). Sample sizes are small (Platinum 11, others not separately broken out) — meaningful but not as high-confidence as BWM (3,193), PIA (2,246) or Fetch (493). Bronze A&I highly commended for Best Value Pet Insurance in the 2026 Finder Awards.
Guardian lands at 43/100 partial. Coverage 24/45 ($12k cover ceiling matches HCF, reimbursement locked per tier with no flex within a plan, dental/behavioural/alternative therapy not surfaced on marketing pages, but no-excess structure is a real differentiator) + Trust 12/15 (Hollard underwriter / PetSure admin / Greenstone distribution — credible legacy chassis, but smaller AU pet footprint than current PetSure-direct cohort) + CX 7/10 (4.2★ overall, 4.8★ on Platinum / 11 reviews — strong rating, small fragmented samples). Affordability TBD — the no-excess structure may shift this once a quote is sampled. How the score is calculated →
Coverage features audit (current PDS)
The 8 features feeding the Coverage Depth score, with the actual values from the current Guardian Insurance Product Disclosure Statement (dated 2024-10-21).
| Feature | Guardian Insurance value | Score |
|---|---|---|
| Annual benefit limit | $12,000 across all three tiers. Matches HCF, sits well below the $20–35k tier on Coles, RSPCA, BWM, PIA, Knose, Petsy, Bupa Signature Cover top tier, and Fetch. | 4 / 8 |
| Reimbursement % | Locked per tier: 60% Bronze / 75% Gold / 80% Platinum. No flexibility within a plan. Bronze 60% is the lowest reimbursement floor in our directory. Top-tier 80% matches PetSure family but lacks the 90% option available on Bupa Signature Cover and Knose Top. | 3 / 8 |
| Excess flexibility | No fixed excess on any plan. Distinctive in the AU pet market — most competitors apply $100–$300 excess before reimbursement. Guardian applies the reimbursement % directly to the claim from dollar one. Same no-excess approach as Australian Seniors. | 4 / 5 |
| Dental cover | Not surfaced on the public Guardian Insurance pet pages. Verify in current PDS (Platinum, Gold, Bronze policy booklets) at guardianinsurance.com.au/policy-documents. Dental cover typically scoped tightly when Hollard underwrites direct. | 2 / 5 |
| Behavioural cover | Not surfaced on the public Guardian Insurance pet pages. Verify in current PDS — most Hollard-underwritten products historically restricted behavioural cover to add-ons or excluded it. | 1 / 5 |
| Alternative therapy cover | Not surfaced on the public Guardian Insurance pet pages. Verify in current PDS. | 1 / 5 |
| Routine care add-on | Optional add-on for up to $80 in preventative healthcare benefits. Well below the $200/yr offered by PetSure family and the $330 at Buddy Gold. Lowest routine-care cap in our directory with a published figure. | 1 / 5 |
| Bilateral condition flexibility | Standard bilateral condition restriction per industry norm — verify in current PDS. | 1 / 5 |
| Pre-existing condition review | Chronic and pre-existing conditions excluded. Hereditary or congenital conditions covered only if the pet has not shown noticeable signs, symptoms or abnormality before the first policy period. No 18-month temporary-condition review pathway documented — different from the PetSure-family approach used at BWM / PIA / Bupa. | 1 / 4 |

What we liked
- No fixed excess on any plan — distinctive in our directory (only Australian Seniors shares this structure). Reimbursement % applies directly to claim from dollar one.
- 2026 Finder Awards highly commended for Best Value Pet Insurance (Bronze A&I tier) — independent third-party recognition
- Hollard-direct underwriting — credible AU general insurer, established AFCA-member chain
- Platinum tier 4.8★ on 11 ProductReview ratings with 91% positive sentiment + strong transparency / customer-service sub-scores
- Three-tier price ladder gives a clear cheap → premium path within a single brand (vs HCF's two-product structure)
What to think about
- $12,000 annual cover ceiling on every tier — well below the $20–35k typical elsewhere. Catastrophic-claim years (cancer, joint surgery, complex care) hit the cap fast.
- Bronze tier has an extra $2,000 per-condition annual sub-limit on top of the overall cap — meaningful restriction at the cheap end
- Reimbursement % locked per tier — no within-plan flex (vs Bupa Signature Cover's three options or Knose's three tiers)
- Dental, behavioural and alternative therapy coverage not surfaced on marketing pages — buyers need to download the PDS to verify
- Routine care add-on capped at $80/year — lowest published figure in the directory
- No 18-month temporary pre-existing condition review pathway — chronic exclusions are permanent (different from BWM / PIA / Bupa / RSPCA)
Sole AU brand on this underwriter
Guardian Pet Insurance sits on the legacy AU pet insurance chassis: Hollard underwriter + PetSure administrator + Greenstone distributor. Most other Hollard-underwritten AU pet brands (BWM, PIA, HCF, Bupa) migrated to PetSure-direct underwriting during 2023–24, leaving Guardian as the only currently-active brand still using the pre-2023 structure. Same Greenstone distribution chain as Australian Seniors.
Most other AU pet insurance brands cluster around two underwriters (PetSure and Pacific International). Being a sole-brand on a third underwriter is unusual — it means claims handling, pricing, and product structure are independent of the dominant underwriting families. Affordability — coming soon
The Insu premium estimator is being built using a combination of PDS-published rate tables and manual benchmark quote sampling. Once it launches, this section will show:
- Guardian Insurance's premium for the standard 3-year-old Labrador Sydney 2000 benchmark
- Where that premium sits in the percentile ranking across all 19 AU pet insurers
- Variations for older pets, regional postcodes, and cat scenarios
In the interim, the most accurate way to get a real Guardian Insurance quote is direct from their site (no obligation, no signup required for the quote itself).
