Bupa Pet Insurance Pet Insurance review
Health-insurer cross-sell that migrated to PetSure-direct underwriting on 18 April 2024 and just relaunched as Signature Cover (29 April 2026). Three benefit limits, three reimbursement options, four excess tiers — among the most flexible structures in the directory. ProductReview 3.4★ across 184 reviews — meaningful sample, mid-pack rating.
The short version
Bupa Pet Insurance is now underwritten directly by PetSure (Australia) for any policy starting on or after 18 April 2024. Existing pre-18-April-2024 policies remain on the old Hollard chassis (PetSure-administered). It's the second-most-recent transition in the PetSure cohort after HCF (21 March 2024). Two years of cohort-level claims data now sit under PetSure direct, so the 'new chassis' caveat is fading.
The headline product is Signature Cover, with PDS dated 29 April 2026 — the freshest in our directory. Three annual benefit limits ($8,000 / $15,000 / $30,000), three reimbursement options (70% / 80% / 90%), and four excess tiers ($0 / $150 / $300 / $600). That's 36 quote configurations against most competitors' fixed 2–6. The flexibility is the headline reason to consider Bupa over its PetSure siblings.
ProductReview rating is 3.4 / 5 across 184 reviews — meaningful sample size and mid-pack within the PetSure family (below BWM 4.5, PIA 4.4, Buddy 4.9, but above HCF 3.0 and Everyday 3.3). The legacy Ultimate plan rates 2.3★ on 32 reviews — a real drag on the overall figure that may improve as Signature Cover policies build their own review base.
Score breakdown
v1.1 of the Insu Score weights four components. Bupa Pet Insurance scores well on the dimensions covered; affordability is pending until our premium estimator launches.
The most flexible structure in our directory. Three annual benefit limits ($8k / $15k / $30k), three reimbursement options (70% / 80% / 90%), four excess tiers ($0 / $150 / $300 / $600) — though $600 excess is unavailable with $8k limit or 70% reimbursement. Booster Care optional add-on bundles dental, behavioural and alternative therapy together ($2,500 annual limit). Routine Care non-insurance benefit ($200/yr) covers vaccinations and microchipping. Loses points only for max age (under 9 at first application) being on the lower side and Booster Care being an opt-in rather than core.
TBD — quote sample not yet captured at the standard $15k / 80% reimbursement / $200 excess benchmark. Bupa positions on health-insurer cross-sell value, but doesn't surface multi-policy discounts on the marketing page (unlike HCF's 10–15% member discount). Worth sampling a quote to confirm — the configuration flexibility means three quote samples (low / typical / high) are needed for fair scoring.
APRA-authorised PetSure (Australia) underwriting for policies from 18 April 2024 onwards. Bupa parent brand is one of Australia's largest health insurers with established trust signal. Loses 2 points: 1 for AFCA per-underwriter complaint share on PetSure's broader administered book (195 complaints in FY24-25 across all brands) and 1 for the still-recent transition from Hollard (2 years vs BWM/PIA's 3 years under current chassis).
3.4 / 5 across 184 ProductReview ratings — meaningful sample and mid-pack within the PetSure-administered family. Below BWM (4.5★ on 3,193), PIA (4.4★ on 2,246), Buddy (4.9★ on 37), and Medibank (4.1★). Above HCF (3.0★ on 72) and Everyday (3.3★ on 831). Per-plan ratings split: legacy Ultimate 2.3★ on 32 (a real drag on the overall), Standard 3.2★ on 37, Basic 2.8★ on 5. Signature Cover hasn't accumulated its own review base yet.
Bupa lands at 53/100 partial. Coverage 34/45 (the most flexible structure in our directory — 36 quote configurations across limit × reimbursement × excess + bundled Booster Care add-on for dental/behavioural/alternative) + Trust 13/15 (PetSure direct since 18 April 2024, two cohort years now under current chassis) + CX 6/10 (3.4★ across 184 reviews — meaningful sample, mid-pack within PetSure family). Affordability TBD — pet-insurance pricing for existing Bupa health-insurance members may shift this once a quote is sampled. How the score is calculated →
Coverage features audit (current PDS)
The 8 features feeding the Coverage Depth score, with the actual values from the current Bupa Pet Insurance Product Disclosure Statement (dated 2026-04-29).
| Feature | Bupa Pet Insurance value | Score |
|---|---|---|
| Annual benefit limit | $8,000 / $15,000 / $30,000 across three configurable Signature Cover options. Top tier matches Bow Wow Meow's $20k–$25k range and Knose / Petsy / Budget Direct's $25k Plus tiers, but doesn't reach Coles Ultimate's $40k or RSPCA PetFlex's $35k. | 6 / 8 |
| Reimbursement % | 70% / 80% / 90% — three configurable options. Matches Knose's three-tier flex and beats PetSure siblings BWM, PIA, HCF, Medibank, Buddy and Everyday which are 80%-only or tier-locked. | 7 / 8 |
| Excess flexibility | $0 / $150 / $300 / $600 — four tiers. Widest range in the directory along with Medibank ($0/$100/$250/$500). $600 excess unavailable with $8k limit or 70% reimbursement. | 5 / 5 |
| Dental cover | Booster Care add-on ($2,500 annual limit). Bundled with behavioural and alternative therapy. Covers scaling, polishing, dental X-rays and tooth extractions for specified conditions. Add-on rather than core, but the $2,500 cap is competitive vs PetsOnMe Deluxe's $500 sub-limit and Budget Direct's $75–$150 dental routine cap. | 3 / 5 |
| Behavioural cover | Bundled in Booster Care add-on ($2,500 with dental and alternative). Covers consultations, prescribed medication, and diagnostic tests for behavioural conditions. Same opt-in structure as the PetSure-family Booster Care pattern at BWM and PIA. | 3 / 5 |
| Alternative therapy cover | Bundled in Booster Care add-on: physiotherapy, chiropractic, acupuncture, hydrotherapy. Broader inclusion than Fetch ("one course of acupuncture or cold laser only") but gated behind the add-on. | 3 / 5 |
| Routine care add-on | Routine Care non-insurance benefit available as opt-in ($200 annual limit). Covers vaccinations, microchipping and similar preventive items. Lower cap than Buddy Gold ($330) but in line with sibling brands. | 3 / 5 |
| Bilateral condition flexibility | Standard bilateral condition restriction per industry norm. Pre-existing on one side excludes the other. | 1 / 5 |
| Pre-existing condition review | 18-month temporary condition review pathway — temporary pre-existing exclusions can be removed after 18 continuous symptom-free months via formal review. Chronic conditions remain permanently excluded. Same pathway as BWM, PIA and RSPCA. | 3 / 4 |

What we liked
- Most flexible quote structure in our directory — 3 cover limits × 3 reimbursement options × 4 excess tiers = 36 configurations
- Freshest PDS in our directory (29 April 2026) — actively maintained, very recent product redesign
- 70% reimbursement option is one of only two paths to lower premium (other is Knose) — most competitors lock at 80%
- Bundled Booster Care add-on covers dental + behavioural + alternative therapy together ($2,500/yr) — simpler than per-item add-ons
- 18-month temporary condition review pathway — same as BWM/PIA/RSPCA
What to think about
- ProductReview 3.4★ across 184 reviews is mid-pack within the PetSure family — legacy Ultimate plan's 2.3★ on 32 reviews drags the overall down
- Booster Care is opt-in (not core) — dental, behavioural and alternative therapy all require the add-on
- Max age at first application is under 9 years — tighter than BWM's first-application age limit
- Most-recent material PDS rewrite (29 April 2026) means review data hasn't caught up to the new Signature Cover model — current 3.4★ mostly reflects the prior product
- Routine Care non-insurance benefit caps at $200/yr — below Buddy Gold's $330 and several competitors
Same underwriter as 7 other AU brands
Bupa Pet Insurance is underwritten by PetSure (Australia) Pty Ltd for policies starting on or after 18 April 2024. PetSure also issues policies for these brands:
Same underwriter doesn't mean identical product — pricing, benefit tiers, and add-ons vary by brand. But your claim is paid by the same company regardless of which logo is on the policy. More on the PetSure family → (coming soon)
Affordability — coming soon
The Insu premium estimator is being built using a combination of PDS-published rate tables and manual benchmark quote sampling. Once it launches, this section will show:
- Bupa Pet Insurance's premium for the standard 3-year-old Labrador Sydney 2000 benchmark
- Where that premium sits in the percentile ranking across all 19 AU pet insurers
- Variations for older pets, regional postcodes, and cat scenarios
In the interim, the most accurate way to get a real Bupa Pet Insurance quote is direct from their site (no obligation, no signup required for the quote itself).
